We had this problem occur along with other non ADSM problems on one of
our servers. The systems temp files, log files, and swap files all wrote
the the C: drive, and we were running short on space. I removed and
reinstalled ADSM to another drive, to free up space for the other Apps
using the C: drive, and the problem went away. This could be coincidence
though, I never confirmed that the registry backup failure was due to
lack of space.
