I see the same type of thing using a VM V2 server.  I can get
reclamation to kick in just by issuing the UPD STG yourstoragepoolname
RECL=whatever_the_existing_reclaim_%.  It appears that UPD STG RECL
triggers a trip thru that part of the code.
