The reason Version 3 sample ANRINST job uses FORMAT in the plist is because
after much thought we preferred
    the descriptive characteristics of "FORMAT"  as opposed to "INSTALL".  ADSM
V3 will not recognize "INSTALL"
     and the job should have completed with an error.
