Two questions:
1.   To which storagepool is the client backing up?
2.   What does a QUERY STGPOOL return?

Possible action:
If the storagepool is a disk pool check whether migration to
tape is defined. Also check whether migration takes place,
perhaps set the migration thresholds accordingly (by updating
the storagepool's highmig/lowmig values).

If the storagepool is a tapepool try to set the reclaim ratio to a
low value like 20 or 30 or add tapes by updating the storagepool
MAXSCR value (query it with Format=Detail before to find out
how many scratch tapes are allowed).

That's at least some tips from me who runs the ADSM server
under VM - maybe other servers are a little different concerning
the MAXSCR or so, but I think the differences shouldn't bee too
much.
