I don't know exactly the criteria ADSM uses to determine whether to backup a
file or not. I believe it's comparing the date-time stamp of the file with
the one recorded in the server database from the last backup. It's certainly
NOT checking the archive-bit, because it can be set manually and the are
some applications (for instance patch programs) that do not set the change
bit.
But I have also seen behavior where ADSM backs up files I know were not
changed.
