It sounds like, you have problem with the adsmv3.dll. Do you have any other
ADSM API V3.1.3 or lower installed on your machine? If you have them, make sure
Oracle Agent path comes before them or copy adsmv3.dll comes with the agent
over the other dlls. It seems like the OS is loading the lower level of dll.
Before you re-arrange the path or copy the dll over, you will need to shutdown
all the oracle instances using the same ORACLE_HOME. Otherwise, the dlls loaded
will not be unloaded, you might still be using the old one.
