We run the same config as you have with no problems.  In your devclass
definition, what was the mountlimit parameter set to?  It should have been
two.  Also make sure your maxscratch value on the storage pool is greater
than 0.

We've not found ADSM NT to be buggy at all, especially with the config you
and we have.  I've not done an import from another server platform into
this environment, however.
