When I've seen this error, the client was running a command.  ADSM was asking
for their password but because this command was executing minimized the
didn't realize they were supposed to do something and  they weren't entering
the password.  The 15 second limit on waiting for a response to a command is
set as the CommTimeOut parameter in the server options file.
