Question on scratch again.

Hello all,
I'm getting errors in my activity log complaining about not having any
scratch volumes.
Here is an example:
52      ANR1044I Removable volume 000011 is required for space
                          reclamation.

My question is, there are a number of volumes in my primary storage pool
that are marked
status=full, access=unavailable, Scratch Volume=yes ; but these tapes
are not listed as scratch in
a q libvol.  Is there a way to use these as scratch or do I need to add
more scratch volumes to the library.
(Which adds a new problem, the tape library is full. But that is another
question.)

Any thoughts?
