Under V3, does both the client's include/exclude list and the server's
default option set get read at execution, or just the later?

With V3 and client option sets, the set is processed when the command is
run, not when dsmc starts.  Seems true for both scheduled dsmc and regular
dsmc.  This is pretty cool.
