If you set compressalways  to no, ADSM will try and compress, if the file
grows it will stop trying to compress and send the file uncompressed.  This is
how it works in V3.  It just takes more time as  it trys to compress first,
then when it realizes the file is going to be larger, it starts to send w/o
compressionstarting all over for that file.
