Yes, the q occ output only displays the number of files stored in
storage-pools. "Zero-length"-files and directories only take up space in
the DB.

These are the numbers for a filespace which I deleted a couple of weeks
ago:

q occup reported 10422 files.

q backup on the client reported 10709 files. 287 of these were '0-length'

 10709-287=10422

q backup -dirsonly on the client reported 2705 files.

So, the total number of files stored on the server for this filespace was
10709+2705=13414

This number was confirmed by the delete filesp-process, which reported
"ANR0806I Delete Filespace /med/aslak/u4 complete for node 
 ASLAK: 13414 files deleted."
