Happened to me last week.  The problem is that the log file is full.
Check out Appendix B (page 716) in the ADSM for AIX V2 Admin Ref on how to
add log space.  For example:

   % dsmfmt -log /var/adsmserv/new.log 32
   % dsmserv extend log /var/adsmserv/new.log 32
