Two things to check.

1. The file you're trying to backup are on the root dir? With "include c:\*"
you're only including files on your C: drive root. This may be what's wrong.
In order to include the entire C: drive you have to specify "include
c:\...\*".

2. Did you activate the Policy Set after creating the new management
classes?
