You might want to try 'selective' backup. But I don't think it uses the 
include.exclude list either.  I am currently doing the same thing with 
archives, but in my scheduled command, I rename the include.exclude file and 
use a different one for the archive. Then I be sure to change it back for my 
regular daily backups...
