Just like tape slots, an element address is assigned to every tape drive.
I use the following command to label my tapes in a 7331-205 library:

$ dsmlabel -drive=/dev/mt0,23 -library=/dev/lb0 -search -keep
                           ^^
                           |
                    element address

Since your configuration is quite different from mine,
you must figure out the element addresses of your tape drives.
I don't know whether mt0 and lb0 work for you or not.

It writes a unique label onto tape in order to make absolutely sure
the right tape is inserted into the drive (it is possible in some
(all?) libraries to change tapes by hand, and then if you don't have a
barcode scanner and barcode labels on your tape cartridges and no
label on tape, the tape inventory of ADSM is messed up).
