I assume you mean to remotely adminster ADSM from Windows 95/NT?

Yes, you can do that now.  Download the 32bit client from IBM ftp site and 
you're on your way.  Both command line and GUI are available.  Don't forget to 
edit both options files if you choose to install the backup client and the 
admin client in different directories (a thread earlier in the day goes into 
this...)
