To try deleting the file:
From Explorer, right click on the file name, select "Properties" to open
the Properties window.
On the "general" tab you will see "MS-DOS NAME" xx~xxxxxx.
The xxxxx is the short name for the file.
Open a DOS window, CD to the X:\users\default directory, and delete the
file using that short name.
If that doesn't work, try EXCLUDING it from the backup:
Edit dsm.opt on your server, and add an ADSM EXCLUDE statement for the
file, using a ? as a wildcard charcter where the bogus character is.
