Lily,
We have restored about 1GB/hour on a collocated tape from MVS to Netware
4.1.

I would look at server performance first:

What kind of mvs dasd are you using?
What is your dataset layout on the mvs server? Is there head contention
for the index? Large buffer?
What is the dispatching priority of adsm? High?
What kind of network interface are you using? (i.e. OSA card)
What  protocol?
