Yes this is true, with Seagate you back up through the Exchange API. It
is a limitation of the Exchange API that you can only bac up two
objects:
The information store (public and private databases backed up together)
The Exchange directory (the Exchange database)

However for restoring, the public and private databases can be restored
separately if required.
Also since it uses the API, the Exchange services MUST be running for it
to work.
