Hi Melinda,
    Your root path is probably just missing /usr/sbin.  You can type
the full pathname out and it should work for you:
      /usr/sbin/setld -l . DSMBAC210 DSMAPI210


Digital uses the setld utility for both Ultrix and Dec Unix.
