This may sound like a silly question, but does your DSMC INC command
work correctly when run from the command line?  Can you PING the host
by name EXACTLY as the name is specified in DSM.OPT?  (By the way,
if your hostname/IP address maps are very unlikely to change, you
can put the IP address directly in DSM.OPT so things work even if
DNS is down.)  You may want to look at the timing of the jobs:  In
some environments, there may be scheduled DNS downtime as certain
maintenance functions happen...it's rare, but possible.
