Regarding the options documentation
"ADSM processes the EXCLUDE and INCLUDE options as follows:
Directories are not checked, only files are. Therefore, if you
define a default domain using the DOMAIN option, all directories
in that domain are backed up regardless of what you defined for your
EXCLUDE and INCLUDE options, even if the files in those directories
are not backed up."

The only solution that I see is not to use the DOMAIN option
and only include those files that you want to back up. For
UNIX clients you can use the VIRTUALMOUNTPOINT option in the
dsm.sys file.
