Prior to the latest client PTF (PTF 5) the resource kit utility
SRVANY.EXE was required to run the NT client as a service.

A new stand alone (no longer requires SRVANY) client service which
includes event logging and encrypted password generation in the
registry will be available in client PTF 5.

Some do and some don't, that's the reason why the resource kit utility
exists. I would have liked to have implemented the full blown client
service sooner but unfortunately they were another development items
(Win95 support, fixing existing problems, etc.) which took precedence.
