To all it may concern, my problem with getting the confounded manual is
caused by the address which contains the dumb special character "?". This
of course has a special meaning to a Unix shell of "expand to any one
character". Thus using it in a monitor command like
  mosaic [URL]
or netscape [URL}
will cause trouble. Escaping the character as in "run\?pubs" will
produce the desired result.

Best wishes to all. This note is just in case there are others on Unix
systems who are trying to find the answer instead of chanting RTFM,
RTFM....(g)!
