Mike, the RC=2220 from DsmInit means that the DSM.OPT file could not
be found.

Have you put the proper environment variable settings in CONFIG.SYS?
The following assumes the default installation of the ADSM backup-
archive client in C:\ADSM, the API in C:\ADSM\API, and the Lotus Notes
Backup Agent in C:\DSMNOTES (note that the backslashes are showing up
for me as a hyphen, so they may not be displaying properly in this note):

      SET DSMI_CONFIG=C:\ADSM\API\DSM.OPT
      SET DSMI_DIR=C:\ADSM
      SET DSMI_LOG=C:\ADSM\API

Thus your DSM.OPT file must be in the C:\ADSM\API directory.
