This is an NDS error.  These errors are documented in DSERR.EXE, =
available from NetWire.  The text for this message is:

ALL_REFERRALS_FAILED    -626    0xFFFFFD8E      FD8E Explanation:  The object 
could =
not be found, but it is still possible that the object does exist but =
that a server could not communicate with the server holding a copy of =
the object.  The target server tried to walk the tree by contacting all =
other servers in the replica ring and was unable to do so.  This error =
is commonly seen when=0A=
partition management is requested and the requested operation cannot =
occur because a key server is inaccessible.  Invalid creation time =
stamps can also return this error.=0A=
Server Action:  Run DSREPAIR with the options to repair network =
addresses and to verify remote server IDs..  Check the replica rings to =
verify that there is one master replica for the partition in question.  =
Check the replica states and make sure they are all "ON."  Resolve =
whatever problems you find in the DSREPAIR.LOG file.  Look in DISPLAY =
SERVERS and see if the tree name is present.  If not, check the issues =
with -625 errors (including SAP filtering).  If creation time stamps are =
invalid running the 4.1 DSREPAIR with the option to Check External =
References (under Advanced Options--only available in newer DSREPAIRs) =
should repair this issue.
