I've had this problem before.  It has to do with the way ADSM loads some
stub NLMs for communications protocols that aren't used.  Issue the modules
command and unload every NLM that starts with ACP (there's things like
ACPSAAS2.NLM, ACPWSRVS.NLM, etc).  After this, make sure that TSAxxx.NLM and
SMDR.NLM are loaded then reload dsmc.  This should fix the problem.
