Hello Brian,

   The problem you describe is one with the C libraries.  You will need
to get Version 2 of the C/370 Libraries.  Upgrading the server to a
newer level wouldn't hurt either.  And by your level of VM and CMS you
also need the following Server Virtual Machine (SVM) PTFs if you don't
already have them,  APAR # - VM55997  PTF # - UM24759.

We ran into the same errors here, it comes from not reading the program
directory thoroughly.  Yes that's right, it's all there
in black and white
