Our network gurus have been watching and playing with our network
since I posted these data.  The 1.5Mb/s link sits between 10Mb/s end
links and the router(s) in between were having troubles dropping
(relatively many) packets.  The problem may have occurred or be
exacerbated by our VM TCP/IP advertising a relatively large window size
(32K).

Last night we changed one of the routers from hardware to processor
switching to bypass the drops.  We obtained a 2 to 5 times improvement
in ADSM reported transfer rate.  Now our Netware ADSM client reports
about 100KB/s ... much closer to what we expected the comm gear (T1) to
handle.

It's such great fun answering my own questions :-)
