Memory Problems when running NetWare client

We are attempting to back up a Novell NetWare 3.11 server.  The server
has 64 megabytes of memory and about 2 gigabytes of memory.  When we
try to start a backup we receive the following messages:

Connecting to a NetWare 3.11 File System (TUCC5)
Please enter NetWare user for NetWare server "TUCC5":  BACKUP
Please enter the password on "TUCC5" for NetWare user "BACKUP":  XXXXXX
ANS4975E Unable to connect to target service.  Out of memory.

The messages and codes manual simply says to add more memory to the server
or unload some NLMs.  According to information from MONITOR, the file
cache buffer utilization is only about 15%, so we don't understand why
ADSM can't get the memory it needs.  Does anyone know what kind of memory
ADSM uses?  There is permanent memory, short-term allocation memory,
file cache buffer memory, and all kinds of other memory areas.
Does anyone know of an ADSM NetWare client update that might fix this
problem?
