Is it possible with a tapeless config to rotate 2 ext hard drives (connected to same sata port) one every other week. It would be a 7day tape cycle. Thanks.

Yes, that should be fine. Put 7 vtapes on each drive, and use chg-multi. As long as the drives are swapped and mounted such that tape N is online when Amanda wants it, all should work well. You may a
