We see this same error when going through a proxy server to get to the ADSM server. The URL that ADSM is passing to the browser (through the proxy server) is really long and seems to choke the proxy

Did you run the command dsmserv runfile dsmserv.idl when you did the install for 3.1.2.0? If you didn't, that can cause a 404. It's in the Quick Start guide for 3.1.2.1, don't know about 3.1.2.0 doc.
