If you find it please let me know. I believe Veritas was working on one but decided not to release it due to performance issues. At least thats what someone on this list mentioned a week or so back.
Veritas did make it very confusing, but the console is there. To the server installation on the CD, it will be the last option(other 2 will be grayed-out if you do not have a license). Do not forget

I think that what you have found is the "Remote Administration Console". It is Windows MFC based (not Java) and, as far as I know, can only be used to administer Windows based master- & media servers

I agree, Admin console works a lot better on windows and has more options available for modification and changes. Much faster than using it on Solaris X sessions (which freezes a lot of times for me)
