John, I have not made any changes to the Fileset. I have not purged any volume containing the last full backup of this client. In fact I was able to do a small file restore from the last Full backup

I commented the "rerun failed levels = yes" in my client config file and now I am able to run an Incremental backup of the client and it is seeing my last successful backup. Thanks for your help Uthr
