I had a similar problem with webacula. By default my bconsole binary had something like 744 permissions so only root (the owner) could execute it. You may need to tweak the permissions to let non-ro

my bacula sources for centos last are compiled from fedora 21 src.rpm, add bacula 7.0.4 source. only need to manual change between database types and force install without one sql lib witch not need.
