Default ANR0279S The database manager failed to start.

Today I was adding persistence to the HBAs in a Windows TSM Server (W2K8 R2 and TSM Server V6.2.3.0). I did a reboot and TSM never came back up. I got the message:

ANR0279S The database manager failed to start. The database manager license key is invalid or was removed.

I have opened a PMR with IBM but I have nothing back as yet. This is really a strange thing as far as I can tell. TSM was up and running fine, and now it will not start. I then ran the command

    db2licm -l

    From there I got this:

Product name: "DB2 Enterprise Server Edition"
    License type: "Restricted"
    Expiry date: "Permanent"
    Product identifier: "db2ese"
    Version information: "9.7"

Something is obviously wrong here and I have no idea what. Does anyone have any ideas of what is going on here? The TSM Server was downloaded by the customer from Passport Advantage so the license should have come with it.

    Default

Well I finally figured out what was going on here. The problem turned out to be a LOCKED Id in Windows. I was going over the event logs when I saw some info about the ID. I unlocked the ID and started TSM and up it came.
