TSM Archive for Workgroups

We would like to establish a TSM Archive service for our users.
We have multiple workgroups, each one consists of 10 to 15 people. The users would like to initiate the Archive on a self-service basis using TSM Archive client.
We would like each workgroup to archive to it's own 'repository' with the TSM Archive client. For example, if several users are working on the same project, they should all be able to archive (and restore) from the same 'project' Archive set in TSM. All users in the project should be able to search the entire 'project' archive set.

Is this design feasible in TSM 5.5 or 6.3 ?

We also would like deploy TSM Archive solution for research groups.
The question if TSM allow different permissions for data archive and retrieve . We wish to avoid situation that specific user that belong to same workgroup and use same server will be able to recover other user data.
As far as I understanding each user that can activate TSM archive can also activate TSM data retrieve , right ?
