Well You are correct , nothing much can be done in this case. As TSM manages tapes on the basis of objects.

You can modify your copyg like below to meet the requirements

As per the TSM logic it should be bound to backup copyg with option set to No Limit. But Ideally you should have used the archive copyg for long time retentions.

This doesn't seems to be a problem. I guess there is some problem with the logic of TSM with which it calculates the data to be migrated and space available in tapes.
