I think you are taking an offline image backup which doesn't allow other applications to write or use it, so until and unless that drive is absolutely free from usage, Image backup doesn't happen...

even if you have one active version in any offsite tape it will never return ..... that's why it is recommended to run reclaimation regularly even on copystgpool

and also if you delete a volume from primary stgpool with discarddata=yes then that data which copied to copy stgpool also gets deleted/expired.......moving primary data from one stgpool to another...
